Localisation

Localisation is at the heart of RDPP’s model. The programme channels most of its funding and support to Lebanese and Jordanian organisations from ministries and municipalities to community-based NGOs and local businesses so that decisions and solutions are rooted in the local context. This strengthens ownership, efficiency, and sustainability while helping overcome cultural and social barriers in refugee-hosting areas.

A central part of this approach is capacity development. RDPP provides tailored, partner-driven support that matches each organisation’s vision and needs, whether in financial management, monitoring & evaluation, advocacy, or service delivery. Flexible funding allows partners to strengthen staffing, systems, and long-term planning, moving beyond short-term projects to lasting institutional growth.

Through this long-term investment, RDPP reinforces local expertise, scales up delivery capacity, and embeds improvements for example in child protection or workforce development within communities. By doing so, the programme ensures that local actors are not just implementers, but key drivers of durable change.
